Referring to your letter of the 18th November 1915 No.3299/14, I have the honour to state that we have received an enquiry from Police Constables A. Hutchins and A.E.Clarke 98 to the manner in which the period of their engagement under the Colonial Government, which we understand to be five years, is affected by their service in the Army. We conclude that the period of special leave for Military service will not count as part of the term of engagement in Hong Kong i.e. that on release from Military Service they will be required and entitled to serve the balance of their term under the Colonial Government, and that meanwhile the allowance which they are receiving from colonial funds may be continued. As however we have no record of the terms of their engagement, we have informed them that their enquiry has been referred to the Colonial Government and I have to enquire what reply should be given.

Gentlemen,
Referring to your letter 13 H/Medical 503/16 of the 11th Janusry.
I am directed to state that service of members of the Folice Force with the army counts 98 continuous service for all purposes. At the end of a five years' term a fresh agreement for a further five years' service should be entered into, subject to satisfactory medical certificate.
I am &C.

Claud Severn.
