I have the honour to enclose a copy of correspondence
with the Government of Hong Kong respecting the manner in which
the period of the engagement of police constables is affected
by their service in the Army.

We are in some doubt as to the meaning of the
Colonial Secretary's letter, but we conclude that each man
should be re-engaged at the expiration of five years from the
date of his last engagement, for a further period of five years,
Although the date when he will return to Hong Kong is unknown,
and that the re-engagement agreement should provide for
medical examination by our medical adviser after release from
military service and for the termination of his appointment as
from the date of such examination if he is found unfit for
further service with the Police Force. Medical examination at
the time of re-engagement and while the men is on Military
service would not only be difficult to arrange but would
apparently serve no useful purpose.
3. I have to enquire whether the Secretary of State
approves of our proceeding 98 indicated in the last paragraph,
We conclude that the allowance which these men are
receiving from Colonial funds should be continued, provided th
re-engage, until either (9) the appointment is terminated, or
(b) they again draw salary from Hong Kong funds.
