I am commanded by My Lords Commissioners of the
Admiralty to transmit herewith, for the information of the
Secretary of State for the Colonies, an extract from a letter
dated the 31st December 1916, which has been received from the
Commodore, Hong Kong, relative to the attitude of that port
towards the war.
2.- A copy of covering remarks on the subject by the Commander in Chief, China is also enclosed.
