With reference to your Confidential Des-

-patch of the 11th. of September on the subject of the salary and duties of the Director of Public Works in Hongkong, I

have the honour to inform you that I concur in the views ex-

-pressed by the Crow Agents regarding the method of selecting

a future candidate for the post.

I would, however, point out with regard

to the latter of the 22nd. of August from Messrs. John Walfe

Barry, Lyster and Partners that since the Director of Public

Works has no connection with the management of the only Rail- -way ever likely to exist in Hongkong the small British Section of the Kowloon-Canton Railway railway experience is

of negligible importance in the desired qualifications of s

Director of Public Works.

Mr. Chatham agree with me in the opinion

that experience of harbour works and of municipal engineering are the important items to be looked for.
