I have the honour to address you with reference

to the British Postal Agencies in China, the consideration of

the withdrawal of which this Chamber understands is at present

engaging the attention of the Imperial Authorities.

My Committee desire me most earnestly to urge

the importance of the retention of those Agencies until such:

time as China can undertake an efficient administration of

her domestic affairs without the assistance of Foreigners.

My Committee regard the retention of the

Agencies as being vital to British Commerce wud equally

essential to Imperial interests. The service is regarded as

the culy inviolats method of communication in, from, er to China.

in no caB6, in the opinion of my Committee,

should the closing down of the Agencies be considered for ene

the moment, unless all other nations are prepared to male same

concession. In this case, my Committee regard it of the highest

importance that if there be Foreign Commissioners at Tientsin,

Shanghai and Canton, they should be of either British or

French Nationality.

My Committee Eave reason to believe that the

Japanese will endeavour to force upon Chine. "Postal Oommission-

ers" of their own Nationality which in the opinion of this

Uhamber should be resisted at all costs.
