I have the honour to transmit the enclosed
copy of a letter addressed by the Hongkong General Chamber of Commerce to the Colonial Secretary on the subject of the
question of the withdrawal of the British Postal Agencies in
China.
I concur with the opinion of the Chamber
that the British Agencies should not be withdraw unless and
until all other Powers shall have agreed to withdraw their
Agencies also; and that as part of the compensation which might be required in consideration of the withdrawl of the British Agencies an undertaking should be obtained from China
that the Postal Commissioners at Tientsin, Shanghai and Canton
should always be either of French or of British nationality.
