With reference to Viscount Harcourt's

Circular Despatch of the 28th. April, 1915, I have the honour to forward the enclosed Certificate of Naturalization

which has been applied for by Mr. Mackertich Cyril Owen who was born in Julfa, Ispahan in the Kingdom of Persia on the 25th. January, 1879.

Mr. Owen is Secretary to the firm of Messrs. A. B. Moulder & Co., Ltd., in Hongkong and is vouched for by several well known residents of the Colony including Mr. N. J. Stabb, Manager of the Hongkong and Shanghai Banking Corporation, and Sir O. P. Chater, C.M.G., and I am satisfied

that the privilege of naturalization may properly be accorded

to him.
