I have the honour to acknowledge the receipt of your letter No. 931/1917 of 6th November and to inform you that the Commodore is of opinion that there is very grave objection to the Japanese fishing in British territorial waters as suggested and would prefer the matter being referred to the Naval Commander-in-Chief, and will, if His Excellency concurs, take the necessary steps to that effect, with any observations His Excellency might wish to

make on the subject.
