I have the honour to infom you that I am in
receipt of a telegram from the Minister for Foreign Affairs
instructing me to inquire if there is any objection to the
Japmese coming to Hongkong who will be engaged in fishing,
(1) along the coast of islands and territories under the
administration of the Colonial Government,
(2) with Japanese fishing boata,
(3) by using hooks hung down in the water from a main
line floating in the surface.
(4) for the purpose of selling their catch in Hongkong
markets,
(5) and having Hongkong as the base of their operations.
I should be much obliged to you if you would
be good enough to favour me with an answer sa also copy of regulations relative to the permission to be obtained.
