With reference to your Confidential Despatch of

36454 the 2nd. August on the question of duties on French wines and
spirits, I have the honour to inform you that I consider that
the higher duty at present charged on brandy is justified by its higher market value and that in view of the small quantity consumed locally only 4,900 gallons last year
any ralief
that would be offered would be too small to be used effectively
as a means for obtaining the valuable concessions asked for
with regard to British imports into Indo-China. I think it is
possible that the French Authorities overlook the fact that the
great bulk of the brandy imported last year

· 41,000 gallons out of 46,000
is re-exported and is therefore duty free
as far as Hongkong is concerned.
