With reference to your telegram 15th
October Unofficial Members of Executive Council Un-
official Members of Legislative Council unanimously
request me to forward the following Begins: Since our recommendations and offer were telegraphed by His Excellency the Governor to the Secretary of State on
the 1st September the financial position members of
Naval and Military forces in the Colony have become
much worse and is now desperate. Cannot urge too stangly that decisive action to relieve situation
should be taken immediately.Ends. I am satisfied that
