I have the honour to submit for the signifi- -estion of His Majesty's pleasure Ordinance No. 26 of 1917 intituled An Ordinmce to apply a sum not exceeding Eight million three hundred and sixty-eight thousand nine hundred and ten Dollars to the Public Service for the year 1918 to- -gether with the Attorney-General's report thereon.

I enclose eight copies of the Estimates for 1918, an Abstract showing the differences between the Estimates of Expenditure for 1917 and 1918, and certain financial state- -ments in connection with the Estimates for 1918, including a statement of Assets and Liabilities on the 31st. December, 1916.

On the 11th. of October when the Budget

was read a first time I explained the Estimates to the Logisla- -tive Council in an address of which I enclose copy and on the 23rd. October, on the second reading of the Bill a short debste took place of which I enclose copy. The Bill was subsequently considered by the Finance Committee of the Council and was then rend a third time and passed.

In my address I have explained the financi- -al position of the Colony and the various increases under Other Charges and Special Expenditure so fully that I only propose in this Despatch to indicate the additions to the
