In reply to your Confidential Despatch of the 23rd. July, I have the honour to inform you that I agree generally with the arrangements for passages contained in the letter to Crown Agents of the 20th July.

2.

I think, however, that an officer should be given the option of proceeding by way of America or Canado, and I would ask that subject to your approval the Crow Agents may

be instructed to book passages as follows:-

(a) By Nippon Yusen Kaisha as a rule for 1st. Mass and

2nd. Class Officers.

(b) If an officer wishes to proceed by Peninsular and

Criental route advances to be mode as in porograph

3 of the letter No. 34238/1917 of the 20th July

to the Crom Agents.

(c) If an officer wishes to proceed via Americo or Canada a sur to be paid towards his passage as

follows:
