Referring to your Confidential Despatch of

passage of transit mails through Hongkong is in no way delayed through the censorship; the bags examined having in every case been forwarded at due date of soiling in the vessel in which they have been brought to the Colony.
I attach a minute by the Postal Censor regarding the procedure.
