Referring to your Code telegram of the 24th. ultimo and to previous correspondence, I have the honour to transmit, for the signification of His Majesty's pleasure, the accompmying Ordinance entitled "An Ordinance to make provision with respect to Military Service md to provide

for the establishment maintenance and control of a local defence corps."

is attached.

The usual report by the Attorney General

I attach copies of the Hansard reports of the discussions in the Legislative Council on the Bill, the two primary object of which was to enable a fusion of the Corps the Hongkong Volunteer Corps and the Hongkong Volunteer Reserve -,

and a re-organization under which the members

of the new Corps are, as a reference to the Second Schedule

will show, assigned to 3 units Artillery, Engineers and

Infantry, the latter under an officer of His Majesty's

Regular Forces who will also have the general administration

of the Corps. The Company of Artillery and the Company of Engineers will be under the orders for Training and Inspect- ion of the Officer Commanding the Royal Artillery of the

Garrison, and of the Chief Engineer of the Garrison

respectively. It is mticipated that this re-orgmization

will conduce to improved efficiency.
