With reference to my Despatch No. 272 of even date, I have the honour to recommend that the opportunity of Mr. Carpmael's promotion from the post of Official Receiver should be taken to reduce the duty pay of that office from £150 to £100.

The higher rate was approved in Viscount Harcourt's Despatch No. 190 of the 30th. June, 1911. But in his Despatch No.?36 of the 13th. March, 1914, Viscount Harcourt authorised the present practice, whereby Passed Cadets are TH. appointed to Class III, and not to particular posts; and, as the emoluments of all Class III posts, with the exception of that of the Official Receiver, are uniform, it would seem as well to bring that post into line with the others, in order to obviate claims from the senior men in Class III, whose appointment to the post might be inconvenient.
