HONGKONG. 14th. August, 1917.

With reference to my Despatch No. 238 of

the 12th, ultimo, I have the honour at the request of the

Acting Auditor to transmit the enclosed Memorial from the Assistant Auditors praying that they may be placed, as regards eroluments, in the same position as Third Class Cadet Officers.

I regret that I am unable to support the

prayer of the Memorialists for the following reasons:-

(a). This Government has never undertaken to pay to

the Audit Staff salaries equivalent to those

paid to Cadet Officers.

(b). The emoluments proposed in my Despatch under

reference ore equal to those paid to Executive

Engineers of the 2nd. Grade all of whom at the

present time are senior in point of years and of

service under the Crown to Mr. Dallin the

senior of the two Assistant Auditors,

(c). I consider these emolumenta sufficient having

regard to the scale of emoluments obtaining

generally in the Hongkong Civil Service at the

present time.

It is scarcely necessary for me to point

out that Mr. Dallin is mistaken in thinking that Mr. R. E.

Stubbs was sent to Hongkong to investigate generally the question of the salaries of officers in the Hongkong Civil

Service
