I have the honour to acknowledge the receipt
of your telegram of the 17th July of which a copy as decoded
is enclosed, and to confirm my reply of the 1st August of
which a copy as decoded is also enclosed.

In May 1916 a letter was received from a
Member of the Police Contingent an active service to the
effect that two of them had chances of obtaining commissions
but that as they could not live on their pay without the
Colonial allowance granted to them as privates or Non-
Commissioned Officers they would be unable to accept them.
The Captain Superintendent of Police requested that members
of the Police Contingent on active service who obtained
Commissions might be granted the same allowance from
Colonial funds as they did as Non-Commissioned Officers
and privates. As the proposal involved no extra expense to
the Colony I said that I had no objection to the proposal
for the duration of the War, but no further action in the
matter was taken as the men in question had already refused
the Commissions offered and it appeared to be unlikely that
the point would be raised again.
