I have the honour to transmit for your information the enclosed copy of a telegram sent by the Committee of the Hongkong General Chamber of Commerce and by the Committee of the local Branch of the China Association to

the Prime Minister regarding the loss suffered by individuals belonging to the Naval and Military Forces in the Colony in

consequence of the present high rate of exchange. The Commit-

-tees in question preferred to communicate direct with the

Prime Minister rather than through the usual channels.

The hardship to which they refer is

undoubtedly heavy.
