The Committee desire to record these conditions with the recommendation that they should be taken into serious consideration before entirely denuding any valuable established trade of regular liner service such as the one now in question. Shortly our recommendations are:-

(a) The return of the Indo-China Calcutta Line is not

essential at this time for the vital necessities of Hongkong.

(b) The Line is of material importance to Hongkong and a nucleus should, if imperial necessity permita, be continued to run in conjunction with the British India or Apoar Line,

(c) That if vessels cannot be spared to extend to Hongkong

an effort should be made to reconstitute the Line to Singapore, whence connection with Hongkong could be maintained by transhipment.
