I feel strongly on this matter for the following reasons:- For some time after Kr. Davey's death Mr. Daily carried out his duties in a satisfactory way. Then he got careless and slovenly with his work and finally came to me and said he wanted to go to Mesopotamia. I pointed out that we were 3 officers in the Department short, and had got a lot of extra departmental work with the Buoy Scheme which had just then been completed, so that for these reasons I could not see my way to recommend his application. He replied that he was prepared to resign to get away. As Mr. McIver was then due out, somer than keep an unwilling officer of his type in the Department I recommended to you that Mr. Daily could go on resignation giving my reasons. I do not think Mir. Daily has any intention of ever coming back as he has left a lot of debts behind him, and has told several persons here that he was finished with Hongkong, I would like to add that it has taken 6 months to get the Buoy Stock Books up-to-date, owing to the careless way they were kept by him.
