Dear Grindle,
The Anglo-Saxon Company made a proposal last Spring, to build three Tankers on Government account at Hong-Kong. Then the matter was gone into, it was found there was doubt as to whether material could be got. Later in May, the scheme was again mooted, but the Shipping Controller did not take it up, as delivery was not expected till July 1918, and there was again great doubt as to whether material could be got from Americă.
Also the standard ship conversion scheme is not favourable to the building of the ordinary tanker of commerce, Later again I sent the papers to Sir E. Geddes Department
I think about the 1st July) who are I understand, considering what use should be made of the Hong-Kong facilities.
The Anglo-Saxon Company say that so far as they are concerned there is nothing to stop the ships being utilised the difficulty in using them being I understand that they cannot get steel.
