Opinion of Orown Advocate is correct, but
in view of arrangements come to between Foreign Office and Colonial Office recently, allowing reconstruction of China Ocmpanies on condition that interests of British shareholders are bought out for cash by new company at rate approved by you, you should, in cases where this condition is being complied with, apply to Minister for licence to transfer new shares in German registered company to enemy shareholders.
