Governor of Singapore informs me vital requirements of Straits Settlements requiro mintenance if a reduced service by Indo-China ste-mers on Hongkong Singapore Calcutta run. Provided amount now carried by Apcar line is approximately maintained, 6 to 8 "B" class steamers of 2500 tons deadweight approximately should suffice. Am under impression Hongkong little dependent on this service but you should ascertain whether this is so, and ask Governor if he will arrange with Indo-China line under alternative of requisitioning immediately to commence service with number of steamers necessary and suitable for the work. Number of coolies carried in this service can now be reduced possibly to numbers capable of being carried by smaller "B" ships provided these ships have between decks accommodation. M-atter is urgent and remember Hongkong must be provided for in arrangements now being made.
