Representative Commit tee of shipping men with Chinese and Naval representatives appoint ed by me to advise as to what are vital requirements of lonkong emphasise the fact that flonąkon:; being only a great trading port and distributing centre for South China subnists practically on shipping lone upon which with its connected avocations the native population of Fictoria and owloon numbering about 400,000 persons depend for their living. They urs and 1 aree that it is impossi- ble to define the vital requirements of lonkong in mere tons of foodstuffs and the comparatively small supplies required to carry on the few local industries. The Committee point out that already almost 50% of the shipping in ber Eastern waters which used Hongkong; has been requisitioned and that Hongkong trade has alrendy suffered severely in consequence. They however agree that at present six mère ships can be apared, but they ura stron, ly that the Committee should be reco,nised as a standing, advisory sub-committee of the London Shipping Committee which acts in conjunction with the Comptroller of ́hipping and that no further ships should be requisitioned from Fer Fastern waters without first consulting them and indien ting the service for which the veraels are required. The Committee are imbued with a sense of the Imperial necessities and a desire to sarist, but consider that the above affords the most practical method of dealin; with a difficult situation. I entirɑly agree with the Committee and advise that their sugestione be adopted. And that it is essential to keep alive a nucleus of the British shipping services trading with Hongkong which it has taken meny years to build up.
