Committee related to the interpretation to be placed on the phrase "vital requirements" and I enclose copy of correspondence on this point.

6th. of June, copy enclosed, upon which the correspondence,

I have little to add to those telegrams. I need hardly emphasize the point that the Commercial Community of this

Colony is anxious to assist His Kjesty's Government in every possible way. Their views on the subject of the phrase "vitel requirerents" Gre,

I think, in the special circumstances of

this peculiarly situated Colony, sound, and they are content

to leave the question of requisitioning in the hands of the Comptroller of Shipping in London, who has the benefit of the advice of a representative Shipping Committee.

I would add here that owing to the enormous

prescure of work due to the War in the department of the Superintendent of Imports and Exports, to the shortness of staff

and to the wont of proper office accommodation the trade statistics taken up to date are incomplete. Steps are being

taken to remedy the deficiencies.

I have also to transmit for your information ony

of the correspondence forming enclosures Nos.15-18 and of the correspondence forming enclosures Nos.19-24 and I would with respect invite attention to the Committee's letter of the 12th June. In connection with this matter I have received the enclosed copy of a letter from the Commodore. The enquiry has been referred to the Committee in a letter copy of which is

olso enclosed.
