With reference to your cypher telegram of the 12th.
of May, I have the honour to transmit the enclosed copy of a letter in which I invited the following gentlemen to form a Committee to advise me as to what are the vital requirements of the Colony end what British tonnage is necessary to supply those requirements:-
Mr. G. T. Edkins, Head of the firm of lessrs. Butterfield
& Swire (Chairman)
The Hon. Mr. Lau Chu-pak, Chinese representative
The Hon. Mr. C.R.Anton, Head of Messrs. Jardine, Katheson
& Co.
The Hon. Mr. R. Shewan, Head of Messrs. Shewn Tomes & Co.
Fleet Paymaster W. D. Sarratt, Naval representative
nominated by the Commodore-in-Charge
Commander C. W. Beckwith R. N. (Retired), Harbour Master
The Hon. Ir. 8. H. Dodwell, Head of Messrs. Dodwell & Co.
The Chamber of Commerce was asked to nominste a member
but in view of the foot that Kessrs. Edkins, Shewan, Anton and
Dodwell are members of the Chamber and Messrs. Edkins, Anton and
Dodwell Kerbers of its Committee, the Chamber did not desire to
norinate another representative.

Copies of your Code telegram of the 7th of March
concerning the requisitioning of British steamers on Indian and Far Eastern Liner Services, and of your Confidential despatch of the 15th, of March on the same subject were communicated to the Committee.
