Section 4 of this Ordinance was directed chiefly to the
saving of the penalty under rule 22 of the rules ade under the Importation and Exportation Ordinance, 1915, which were published in the Hongkong Government Gazette of the 7th
January, 1916.
In my opinion this is an Ordinance to which His Excel- lency the Governor may properly assent in the name of His
ajesty and on His behalf,
