With reference to paragraph 3 of Mr.
Harcourt's Despatch No. 122 of the 3rd. of May, 1911, in which Mr. Harcourt states that should the work of lir. Baker, Engineer in charge of ways and works in the Railway Department increase, and the value of his work warrant it, he would be prepared to consider favourably a proposal that Mr. Baker should be granted the salary and allowance of a 1st. Grade Executive Engineer, I have the honour to inform you that I am of opinion that the work has now so increased and that as I am well satisfied with Mr. Baker's work I would propose subject to your approval to make provision in the Estimates for 1918 for the necessary increase.
As the Estimates are involved I would ask you to be good enough to notify your decision by telegraph.
