Unfortunately his health has now serious-

-ly broken down, as the attached certificate shows, and I

have been obliged to let him take the leave which I fear

should have been accorded to him at an earlier date.

Mr. Hutchison has many times volunteered

for active service with His Majesty's Armies, but I have been

reluctantly compelled to refuse him leave for the purpose

owing to the important work on which he was engaged.

As soon, however, as his health is

restored I venture to think that his knowledge of the Chinese

language and his success in dealing with Chinese would

render him a very useful officer in connection with the

Coolie Battalions in France and I shall be glad to spare him

for the period of the wor for such purpose, if it is desired

to so employ him.

I desire also to recommend Mr. Hutchison

for an honorarium for the excellent work he has done for this Government in regard to the matters alluded to in paragraph 2 above, and in this connection I would refer you to Mr. Bonar Law's Confidential Despatch of the 30th. September, 1916. The amount of the honorarium should be, I suggest, £300, and, if you concur, I would ask that this sum may be paid to Mr. Hutchison through the Crown Agents.
