With reference to your telegram 24th November 1916
Siamese owners agree to completion of vessels with
American steel at greatly increased cost on the under-
standing that undertaking for transfer to diamese flag
on completion holds good can you confirm otherwise com-
plation postponed indefinitely as Dockte cannot proceed
except on those conditions,
