With reference to my Despatch No. 95 of

the 20th. March, 1913, I have the honour to inform you that I

desire to examine the question of the possibility of establish-

-ing in this Colony a Government Monopoly for the sale of alcoholic liquor with a view to formulating a scheme for your

consideration. I would be glad therefore if I could be furnish-

-ed with any information which may be available to you concern-

-ing the working of such a monopoly in any part of the Empire

or in any civilised country.

One of the principal difficulties in

acquiring for the Government the monopoly value of the sale

of intoxicating liquor, would be the questions of compensa-

-tion indicated in paragraph 4 of the Despatch under reference.

An indication of the policy in that connection, which would

be desirable in any scheme to be submitted to you, would be extremely useful.
