With reference to your cypher telegram 11th May. Venture respectfully to draw attention to my confidential despatch November 22nd 1912 last para- A graph, and to debate on page 83 to 85 of Hansard for 1901 and to telegram from Secretary of State for the Colonies December 12th 1901 in reply to Governors despatch No.443 of that year.

Official members have

never been allowed to vote in the Legislative Council on questions bearing on their own emoluments and 1 consider, in view of the agitation for Constitutional reform evidenced in petition enclosed in my despatch 209 of the 26th May 1916 which is still being continued that it would be very impolitic not to take unofficial members into confidence before the grant of allowances

in

:

is mooted unknown to Legislative Council, a. I would therefore ask for reconsideration of this point by you.

MAY.
