Referring to your Confidential Despatch of the

28th. February regarding the issue of revised Letters Patent and Royal Instructions for the Colony of Hongkong, I have the honour to
since the report that it has in fact been the general practice
Larch receipt of Mr. Harcourt's Despatch No. of the 26th, January, 1912 to report in the quarterly returns instead of by special despatch appointments made by the Governor to posts, the emoluments of which do not exceed £300 per annum.

In view of the considerable number of officers,
Smitary Inspectors, Overseers, Revenue Officers, Clerks, and others, who are appointed regularly by seniority to posts carrying salaries between £200 and £300, I would ask your permission to adhere to the practice now obtaining.
