Sir,

I have the honour to forward a copy of recom-

-mendations made by the Director of Public Works, with plan, re- -garding an application by the Hongkong and Whampoa Dock Company, Limited, for an area of land for shipbuilding purposes.

These recommendations include a proposal to

sell the land required, without public auction, as an extension, to Hunghom Marine Lot No. 3; regarding the original sale of which Lot Go I addressed you in paragraph 4 of my Despatch No. 59 of the 7th. 13256

February last. 1916 16

The proposed terms of sale were by my instruct-

-ions amended to the effect that the works referred to in conditi on

(b) must be completed within a period of two years from the date

of sale, and as regards condition (e), to the effect that the

purchasermust, within the same period, expend not less than

£20,000 in building, to the satisfaction of the Director of Public

Works, not less thm three slips of a length of not less than 750

feet, each capable of use in the construction of large ocem-going

steamers.

The term of the lense, namely 99 years re-

-newable for a like period, is unusual, but it is the term of the

lease of Hunghom Marine Lot No. 3, and it is sanctioned under Mr.

Chamberlain's Despatch No. 132 of the 23rd. May, 1998.
