With reference to your Secret despatch of the

10th. January, I have the honour to transmit for your inform-

ation Regulations which I have made relating to the collection

and communication of Naval and Military information, and to

the spreading of false or prejudicial reports.

2.

Owing to recent amendments of the Defence of the

Realm Regulations which were not known here when the original

draft was prepared, some alterations have been necessary. In Regulation 1 two paragraphs have been added which are taken from

an amendment of Regulation No. 18 of the Defence of the Realm

Regulations, while the former of these two paragraphs was altered

to comply with the instructions contained in your cypher telegram

of the 28th. December, 1916.

A new regulation has been substituted for the

original Regulation 2, which, but for two points, is a copy of

the latest form of the Defence of the Realn Regulations No. 27.

The two points of difference are both additions. One is

paragraph (e), which is taken from the Defence of India

(Criminal Law Amendment) Act 1915. The other is the addition
