With reference to the telegraphic correspondence

noted in the margin, I have the honour to in-

-form you that the British Banks have been

informed that there is no objection to their having dealings with the Guaranty Trust

Messrs. Jardine, Matheson & Co., Ltd., applied for a permit to ship essential oils to their office in New York. Later on they expressed a wish to consign the shipment to the Guaranty Trust Company, and on the Superintendent of Imports and Exports objecting they agreed to consign in accordance with their permit.

In making his objection the Superintendent of Imports and Exports was acting on information contained in lists furnished by the Vice-Admiral Commanding-in-Chief, know as "" Memorando, I enclose copies or the Memoranda referred to.

In August, 1915, the Cable Censor reported to

the Chief Censor as follows:-

"The Blue Book on Enemy Traders is full of unflattering references to the Guaranty Trust Company of New York. There are over ninety such references.....

The transactions are mainly in cotton and banking facilities, there are some in connection with copper.
