(m) That the machinery of the vessel is sufficient for the service intended and is in good condition.

(n) The time for which such machinery will be sufficient.

fo) That the engineer of the vessel possesses a certificate of competency as "Motor Engineer" from the Harbour Master or such other certificate as may be recognised by him.

4. A fee of $15 shall be paid for each certificate.

5. On the receipt of the certificate, the Harbour Master will cause a licence to be issued to the owner empowering the vessel therein described to ply as therein mentioned for a period not exceeding 12 months: Provid- ed that no such licence shall be granted unless the intended licensee enters into a bond, in the form provided in Schedule B to this Table, together with one or more sureties resident in the Colony and approved of by the Harbour Master, conditioned in a sun not exceeding 1,500 dollars for the observance of the conditions of such licence.

6. The licence shall be in the form of Schedule A appended to this Table.

7. Such licence shall at all times, except where otherwise provided by law, be kept on board the vessel for which it is issued, and shall be produced on demand to any harbour or police or revenue officer.

8. No launch or motor boat shall, subject to the proviso contained in Regulation 34. be under way without a master and engineer each holding either a certificate of qualification recognised by the Board of Trade or a certificate of competency from the Harbour Master as provided by Regulation 16.

9. No person shall use any licence, clearance permit, or other document granted under the provisions of this section in respect of any launch or motor boat other than the one therein mentioned.

10. Every vessel licensed under these Regulations shall have her name in English and Chinese legibly painted on her stern and on each bow together with the number of passengers she is licensed to carry.

11. Every such vessel shall be kept in a proper state of cleanliness and repair.

12. (a) The fees to be paid for licence shall be according to the following scale :—

For vessels licensed to ply only within the

17. The examination for certificates of competency for engineers of Examination motor boats (to be styled "Motor Engineers") shall be limited to the for engineers knowledge and management of the engines of motor boats. 18. If, at any time subsequent to the granting of a certificate of Renewal of competency, it shall appear to the Harbour Master that the photograph photograph. attached thereto fails to accurately represent the holder, he may call

upon the said holder to produce 3 copies of a photograph which shall accurately represent him for use as provided in Regulation 16.

19. If any master or engineer qualified as such according to these Regulations shall at any time be unemployed for any period exceeding tion before 2 years as shown by the record book, he shall be re-examined before engagement. engagement for duty in such a capacity in a launch or motor boat with- out a fee unless a new certificate is required,

20. The master of every launch or motor boat shall within 18 hours Report of after arrival at any port in the Colony report such arrival at the Harbour arrival. Master's office or at the nearest Harbour Master's station and shall deposit the licence and shall furnish the particulars required for entry in the Record of Voyages, and the said particulars shall thereupon be entered in the licence and in a register to be kept for the purpose.

21. The master of every launch or motor boat about to leave any port Notice of departure. in the Colony shall either at the Harbour Master's office or at the nearest Harbour Master's station give notice of such intended departure and shall furnish the particulars required for entry in the Record of Voyages and the said particulars shall thereupon be entered in the licence and the licence shall be returned to the master; provided always that in case the said launch or motor boat does not leave the said port within 24 hours after the return of the licence the master shall report either at the Harbour Master's office or at the nearest Harbour Master's station and shall redeposit the licence if required to do so.

22. No launch or motor boat shall leave any port between 6 p.m. and Night Ba.m. from October to March inclusive, or between 7 p.m. and 5 a.m, clearance. from April to September inclusive, without a night clearance for which a fee of one dollar shall be paid.

23. Regulations 20, 21 and 22 shall not apply in the case of any launch Pleasure or motor boat on occasions when it is used solely for purposes of pleasure. trips.

24. The Harbour Master may on payment of a fee of 25 cents grant Specia!

25. No master of a launch or motor boat shall knowingly give untrue intrus particulars to the Harbour Master or to the Government Marine Surveyor particulars. or to any officer deputed by them to obtain such particulars.

26. The owner of every launch and motor boat shall have such launch Periodical or motor boat surveyed by the Government Marine Surveyor yearly or survey. half yearly, as he may in each case direct, and the requirements of such
