PARAPHRASE TELEGRAM:

From the Governor of Fong Kong to the Secretary of

State for the Colonies.

(Received Colonial Office 9.56 a.m., 14th April,1917).

On April 12th the Western India Turf Club War Loan Lottery first prize wath £66,000 purporting to be sanctioned by Government of India was advertized here. Peading enquiries from Viceroy I stopped advertisement. He has now informed me lottery has official sanction. It would undoubtedly attract much money from here and Canton nevertheless as all lotteries are illegal here I propose to forbid it unless you wish me to permit it. Please send instructions by telegraph.
