The principle of the Ordinance was approved by the Secretary

of State in his despatch of the 28th September, 1916.

The Ordinance is based on Ordinance No.XIII of 1889 of the

Straite Settlements, but variations have been introduced in the

following cases.

The suspending words have been omitted as the principle of

the Ordinance has been approved.

The definition of "public servants" is slightly different.

The words "other like instrument" have inserted instead of

the words "other security" in paragraph (c) of sub-section (1) of

section 3.

The limit of pay in sub-section (2) of section 3 has been

made $200 a month, exclusive of allowances, instead of $150 a

month as in the Straits Settlements Ordinance.

Section 4 has been drafted so as to make it quite clear that

the proceedings will be void even if the Ordinance is not pleaded.

In my opinion this is an Ordinance to which His Excellency

the Governor may properly assent in the name of His Majesty and

on His behalf.
