Referring to our conversation on Thursday last in which you asked that further powers might be taken under the Trasport Discipline Regulations 1917, I have the honour to forward for your consideration the enclosed copy of a draft sub-section which with the approval of the Secretary of State for the Colonies whom I should have to consult by despatch might be made to regula- -tion No. 1. I am unable to suggest any other method of meeting the difficulty which you anticipate.
