With reference to Mr. Bonar Law's Circular
Despatch of the 28th. August, 1916, I have the honour to forward for your information and approval copies of regulations made for the maintenance of discipline on board Admiralty transports. Further amendment however seeme called for to meet the case of officer's
whose articles are still running who may refuse to undertake voy- -ages beyond the limits specified in their articles. I enclose copies of a letter which I addressed to the Commodore and the answer thereto and request that you will inform me by telegraph whether you approve the proposed amendment of the regulations.
