Referring to Mr. Severn's Despatch No. 434 of
the 30th. November reporting the retirement of Mr. F. A. Hazeland, I have the honour to recommend the appointment of Mr. E. D.C. Wolfe,
Postmaster-General, to the vacmt post of First Police Magistrate.
Mr. Wolfe is the senior officer in Class II of

the Service, and he has passed the Bar examinations, though he has still four terms to keep before being called. I am satisfied that he is in every way qualified to perform efficiently the duties of
the office.

In succession to Mr. Wolfe I have to recommend
the appointment of Mr. S. B. C. Ross to the office of Postmaster-
-General. Mr. Ross holds the Class II appointment of District
Officer on a dollar salary, the rate of which formed the subject of
G correspondence ending with Mr. Harcourt's Confidential Despatch of 26900
the 8th. August, 1913, and his emoluments will be considerably
increased by the transfer. He has acted on three occasions at the
Post Office and is fully qualified for the appointment.

I shall defer making recommendations for con-
-sequential promotions panding your decision on the above recommend-
-ations.
