Referring to the second paragraph of my

Confidential Despatch of the 21st. Harch, I have the

honour to state that I am informed by Mr. Harris that

the Inspector General of the Chinese Maritime Customs

has vetoed the proposal that a clerk nominated by the Salt

Commissioner of Kwongtung should be attached to the Hong

Kong Office of the Customs.
