In reply to your Menerandum of the 14th.

instant on the subject of the issue of transportation

oertificates for Chinese salt te be exported from the

Colony to China, I am directed to inform you that the

Colonial Government will not object to a clerk nominated

by the Salt Commissioner of Kwangtung being placed in your

office to facilitate the issus of provisional transportation

certificates of the nature referred to, on the distinct

understanding that the arrangement is temporary only and

subject to determination at any time by the Colonial

Government without assigning reasen for the change.
