and on one and the same day. The Customs offices in Hongkong could of course be provided with ferms and could issue the 390
documents on behalf of the Salt Inspectorate and of the Salt
Commissioner. There is, however, I fear little likelihood of
the Salt Commissioner's willingness to delegate such authority
