SALT AND THE OUSTONS CONVENTION.

For generations past salt in China has only been
legally moved from a depot er manufacturing centre under cover
of a Yun-Chao (transportation certificate). The issue of this
authority was in the hands of the Salt Commissioner of the
district sencerned.

The Salt Inspectorate has retained this Yun-Chae
procedure and it represents the Chinese Government's share in the
Salt Gabelle organization its retention of authority in the
Foreign Inspectorate. In a sense it is but a "form", but it i■
a useful forn and one that carries with it a saving of "face"
and as such the Chinese Government set great stove upon it.

The procedure to be adopted for Hongkong,
analegous to that in force on the mainland, is as follows:-
a merobaht having Chinese salt in the Colony which he
wishes to import inte China will pay the authorized salt
tax to the Chinese Customs Office in Hongkong. Armed with
a duty paid receipt the merobant will then apply to the
office of the Salt Inspectorate in Canton for a release
permit. This permit will be granted without any delay
the sign that duty

and armed with this release permit
has been paid and oredited to the Salt Impet Inspectorate
account under the Lean Agreement - the helder proceeds to
the Salt Commissioner the Chinese Government's original
representative in Salt Gaballe organization and applies
for the Yun-Chao. This Yun-Chae should be issued without

any further charge or any delay. Provided with this Yun-
Chas salt can be imported inte China and placed on sale
en the mainland.
It is manifestly to the Interest of trade that the
above transsotiens should take place if possible under one rest
