Referring to your despatch No. 275 of the
25th. October last, I have the honour to report that in
December last Mr. A. W. Daily was allowed to proceed to
lesopotamia as a volunteer for work on river steamers.
Mr. Daily had been for some time acting as

First Boarding Officer; and the Harbour Master had formed
the opinion that he was not after all a suitable man for
the post. Your approval of his substantive appointment
was not accordingly communicated to him; and he was
informed on leaving the Colony that he would be reinstated
in a post not superior to that of Second Boarding Officer.

I have now to recommend the appointment of
Mr. M. McIver, on a year's probation, to the post of First
Boarding Officer. Mr. Molver, who has service since 1891,
is Inspector of Junks, and he has, since the 1st. December,
1916, been acting na First Boarding Officer to the entire
satisfaction of the Harbour Master. He has the
disadvantage that he does not hold a Master's Certificate
a qualification usually required of the holder of the post,
but on the other hand he has the qualification of an
intimate
