In reply to your lesser Confidential letter of the 10th.

instant, I have the honour to inform you that while I regret you

should have misinformed the Commander-in-Chief on the subject of

the detention of neutral vessels in this port, the mistake would

have been avoided if you had made enquiries of me before answering

Vice-Admiral Grant's general question.

2. The instructions received from the Secretary of State

for the colonies which have resulted in the withholding of clear-

ances from certain neutral steamere in the Port do not call for

the co-operation of His Majesty's Navy, and are of a strictly

confidential nature which I am not at liberty to communicate to

anyone except to the two officers whom I must employ in carrying

out the action imposed on me, namely the Superintendent of Imports

and Exports and in the ultimate resort the Harbour Master.

I have to add that while I am anxious on all proper

000ssions to co-operate with the looal Naval Authorities, I am

unable to accede to your request that all matters relating to

shipping should be communicated to you. It is obvious that in a

great mercantile port like Hongkong there are many matters relat-

ing to shipping which from the subject of correspondence with, and

instructions from the Secretary of State for the Colonies, and

which until the co-operation of His Majesty's Navy is involved

are quite unnecessary to communicate, even in war time, to the

Naval Authorities.
