upon their desiring to register ships, built, or soquired, by then, as British ships, for many of their shareholders are foreign subjects.
A similar difficulty is now being experienced by ourselves, inasmuch as we are acting for a British controlled Company, desirous of registering a transfer of British ships to itself, and also of borrowing money on mortgage of such ships from the Hongkong and Shanghal Bank.
We have therefore the honour to request that such represent- ations may be made to the Board of Trade as will have the effect of causing instructions to be given to the Registrar of Shipping here to carry out the registration of a British ship on behalf of a Company which is entirely British controlled, but the whole of the capital in which may not be British owned; and to withdraw the present instructions (altogether unauthorized by Statute) which do not allow the Registrar to register the transfer or mortgage of a British ship to a Company a portion of the capital in which, however small, is owned by foreignera.
